How loud should a sound effect be under dialogue?

There is no universal fader number that makes a sound effect correct under dialogue. Start low, preserve every spoken word, and judge the whole program with a loudness meter, ordinary playback, and at least one small speaker or headphone check.

The exact number changes with the voice, the effect, the arrangement, the platform, and the listener's playback level. A sharp click can remain obvious at a low average level because its attack is concentrated. A soft ambience may need more level to be perceived at all. A numerical recipe that ignores those differences gives false confidence.

Separate peak level from perceived loudness

Peak level tells you about the highest instantaneous part of a signal. Loudness measurement estimates how a program is perceived over time using a defined method. They answer different questions.

ITU-R BS.1770-5 is the current in-force recommendation listed by the International Telecommunication Union for algorithms that measure program loudness and true-peak audio level.
